It's Ok now, just put the sounds and dict in the same folder.

For an example:

./content/foo/foo.ann
./content/foo/foo.bmp
./content/foo/foo.dsl or foo.dsl.dz

Now, put all .jpg/.wav/... into a sigle zip file by using a zip tool.
./content/foo/foo.dsl.files.zip

Note:
0. foo.dsl or foo.dsl.dz MUST have sound tags. you could verify at first.
1. foo.dsl.files.zip MUST have not any (level) directory, viz. all files are in same folder and zip them into a NON-Folder zip file.
2. resource file name MUST be XXX.dsl.files.zip, 'XXX' is the dictionary main name.

That depends on the dictionary you are looking for. Anyway, use Google to search for it. I'm sure you will find the dictionary with the sound files. Just bear in mind that we don't post links to websites that include illegal content here. ;)
